Kindergarten teachers in Brava are calling on city council members to reject the budget if it does not include a pay raise for their profession
City of Nova Sintra, October 6, 2026 (Bravanews) — Kindergarten teachers in Brava are asking city council members not to approve the Municipal Budget and the Activity Plan for 2027, if the document does not include the pay raise that, according to the workers, they are entitled to under current law.
In a message sent to Bravanews, some female instructors expressed concern that the next municipal budget might be approved without addressing the regularization of their pay. The workers argue that the budget must provide the necessary funds to ensure compliance with the regulations governing their careers and compensation.
The instructors are directing their appeal to municipal council members Ivone Cardoso, Samuel Varela, João Paulo Silva, Ana Gomes Baptista, João José Delgado, Vanuza Monteiro, and Jaquelina of the Movement for Democracy, as well as council members Patrícia Martins, Jorge Reverdes, Adilson Bango, Augusto Cabral, Lidia Lomba, and José Monteiro of the PAICV.
According to the monitors, the representatives in the Municipal Assembly should review the budget proposal while taking into account the situation of the professionals working in municipal kindergartens. The monitors believe that the salary component should be properly reflected in the document to be submitted for consideration by the municipal elected officials.
This issue arises in the context of reforms in Cape Verde’s public administration, including new rules regarding careers, job functions, and compensation. Recently published legislation provides for mechanisms governing pay scales and salary progression, although the specific application depends on the professional regime applicable to each employee.
In the case of early childhood education, the government also approved new regulations in 2026 regarding teachers’ professional profiles and teacher training, while municipal legislation assigns local governments responsibility for managing the socio-educational component of municipal preschools.
The early childhood educators therefore believe therefore, that the discussion of the 2027 budget should be an opportunity to clarify the pay situation for their profession and ensure that any salary rights recognized by law are reflected in the budget projections of the Brava Municipal Council.
They also state that they will be closely following the Municipal Assembly session during which the Municipal Budget and the Activity Plan for 2027 will be discussed and voted on. The goal, according to the message sent to Bravanews, is to closely monitor the decisions made by elected officials and verify whether the issue of a salary adjustment is effectively included in the document.
The appeal highlights the situation of kindergarten teachers as one of the issues that could shape the discussion of the 2027 municipal budget, and it is now up to municipal agencies to analyze the demand and publicly clarify what measures are planned for the classification and possible pay increases for these workers.
